Persona 5 Strikers will be released on February 23 2021. If you purchase the Deluxe Edition, you can start playing the game four days in advance. 19 February. No matter which version you buy, the game will unlock pretty much midnight local time in your time zone. The exact release time will vary depending on the platform of your choice. On PlayStation 4, the game will be released on February 23 at midnight ET, which means those of you in the central and western time zones can start playing a few hours before midnight. If you play the game on PC, it will unlock on Steam at 12 h 00 HE like most other versions of Steam.

On Nintendo Switch, things get a bit tricky. Some digital games unlock at midnight Eastern Time, while others don't unlock until the next morning. Typically, midnight processing is reserved for proprietary Nintendo titles, but Persona 5 Strikers has a good chance of being available at 00:00 AM ET February 23 for Nintendo Switch. If the game is not playable at this time, it will unlock the the next morning at 12 p.m. ET, which is also when the eShop tends to update.

If they can download the game, then there is no reason why not everyone can. Of course, that's just speculation, anyway. You won't be able to start the game until February 23, unless you purchase the Deluxe Edition.
