This means that you need to have as many egg slits open as possible and fill them with 2 km eggs during Community Day. The odds of getting a Shiny Budew will certainly be lower overall than getting a Shiny Roselia, but either way, it's still your best bet and it's worth trying to get Shiny Budew for while. community day.
