Operational Skills at Watch Dogs: Legion are unique passive and active abilities assigned to that specific person / agent. While there are universal hacks and skills that Agents can use in the Tech menu, Operational Skills cannot be traded between characters. It is therefore important to recruit agents with a full range of abilities that match your needs.
Take as an example the image selected for this article. Gloria Dutta is a Hacker, and she has four passive operational skills that belong to this role. Viral hacking allows me to hold down the button of any hack I use to stream it to nearby devices. Shock Hack allows me to use the ability on enemies, distracting them while dealing damage to them. Key Steal allows me to download digital keys as long as I have line of sight, and Crypto Skimmer provides me with small amounts of ETO (the in-game currency) whenever I hack anything.
All operatives have access to two weapon slots and a universal gadget slot, but some will have special weapons and gadgets as operational skills. You can exchange Special Weapons for DedSec Universal Weapons unlocked in the Tech Tree (if you prefer a non-lethal approach), but Operational Skill gadgets cannot be replaced. You can only modify your one Universal gadget, but you can switch between the two gadgets as needed (again, assuming the agent has one as an operational skill).
You can view a potential recruit's skills while holding down the Hack button (left wheel-bumper / middle-mouse), and if you pin them as a potential recruit, you can select them from the Team menu to review that. what does each skill do. There are a lot of operational skills to play around with, and they all fit into certain categories, so if you want to summon your drunken buddies for an Albion Showdown, for example, you'll need to recruit a pub crawler. There is internal logic to operational skills and who has them, so be sure to give everyone a quick scan to see who has what.
