Where to find the children on patrol
There are five children to be found in the slums of Sector 5, each of them carrying a sword on their back. None of them are too far away, but they can still take a little while to find. Fortunately, Ms. Folia gives us some clues as to where we can find each of them, although it's a bit ambiguous.
The first clue given says that "a boy is patrolling near concrete pipes". This one is very close to where Mrs Folia is, so in front of Mrs Folia, go left and go down this open path until you come to a concrete pipe, where our first child is in inside which we can speak.
Our next clue is "a girl likes to patrol public areas with a lot of people." This one is also easy to find, as you just want to wander the streets and look for a large crowd of people as shown above. She's nearby, so just talk to her to get her back.
The next step indicates that a "boy spends most of his time visiting stores." This means you want to open your map and see where the Item Shop is located in the 5 Slums section. Once you find it, go to where the item bought it and you will see the boy standing right outside of it.
The fourth clue of the child indicates that a girl loves being pushed around by people at the community center. Even though this is the fourth clue given, this is actually the closest of all to Ms. Folia. You can find her right next to the orphanage, sitting in front of a building with a group of other people.
Finally, the fifth child clue reads "a boy likes to stand guard at the city gate." Obviously, this is the most specific of the bunch, so all you have to do is head to the city gate heading northeast of the city and you'll find the last child.
