"My Little Chocobo" is unlocked after reaching level 20 and joining a large company.
The first obstacle to accessing "My Little Chocobo" is the easiest to clear: you just need to reach level 20. With the quest chain simplified, increased experience gains, and better dungeon loot. shouldn't be a major problem. Stick to the main storyline and use the assignment finder to clear all three dungeons the story throws at you around level 15 and you'll hit 20 in no time.
The second step is not difficult, but you will have to make a choice: which city-state will you pledge your allegiance to? Each has a large company representing and defending them: Limsa Lominsa a The Maelstrom (ew), Ul'dah the Immortal Flames (also ew) and Gridania the Order of the Two Adder (guess which one I belong to).
Which one you choose really only affects the style of uniform you have access to from the company supplier and the big company you fight for in Frontlines (however, you can easily get around this by choosing to be a free agent. ). To reach the Maelstrom, head to the upper decks of Limsa Lominsa (X: 13.1 Y: 12.8) and talk to R'ashaht Rhiki after logging in to catch "My Little Chocobo". Likewise, the immortal flames are found in Ul'dah on the steps of Nald (X: 8,4 Y: 8,9); talk to Swift after joining to grab the quest. If you want to join the best big company, head over to New Gridania and talk to Vorsaile Heuloix (X: 9.7 Y: 11.1) once you've enlisted with the Two Adder.
You will need 200 Company Seals to purchase the Chocobo Show from the Big Company Quartermaster located in your headquarters (where you picked up your "My Little Chocobo" quest). These are earned by completing FATES, and those outside of your city will do the job (and they're pretty easy to play solo if no one else is around). Once you have 200 Seals, grab the Chocobo Show, then follow the quest marker to the Chocobo Stable in your town. You will receive a Chocobo Whistle, and after using it, you will name your chocobo. Ta-da, you're done, and you have a chocobo to transport you through Eorzea and beyond.
While you don't have to complete the ARR MSQ update, you can train your trusty bird-mount to fight alongside you once you've reached level 30. Head to the Southern Shroud and talk to Docette (X: 17.0 Y: 28.2) to enter "My Feisty Little chocobo". Complete this quest and you will be able to summon your chocobo as a combat companion after using the Gysahl Greens in your inventory. Your chocobo will increase as it fights alongside you and can be specialized as a healer, tank, or DPS. You can teach them all three eventually, but that will require expensive onions after level 10, so at first pick a role and stick to it (you can respect your chocobo though, so don't worry too much).
