As mentioned earlier, the quest will be activated the moment you enter the Nyan Nyan Cat Cafe, located in the eastern part of Kamurocho, on the first floor of the building where there is also a safe. To get it, you'll need to buy the various packs at the four Poppo Stores scattered throughout the city, at the Cat Cafe itself and at the Don Quijoite, located in the southern part of the map.
