The only way to get Primor Vigor is with a Daily Login Reward. It will become available every 200 days and you will need to choose from Primed Vigor, Primed Fury, and Primed Shred.
The mod cannot be traded with other players, and once you choose the mod it will no longer show as a daily login reward, but the two mods you don't choose will remain in the rotation and appear. optional every 200 days. .
Primed Stamina can be beneficial on Warframes with an equal split between shields and health, like Zephyr, or to give a Warframe like Hildryn enough health to safely absorb some damage, while still giving her shields a strong buff, as she is such a heavy shield warframe. While some people will use the mod to maximize health from Warframes like Nidus and Inaros, but this is something that can be achieved with specific health mods that will have less mod capacity.
