You'll be using your tools in Seasons Story: Friends of Mineral Town constantly, so updating them is a good idea. Upgrading a tool makes it more efficient, allowing you to hold down the button to affect an area larger than a single square. This makes the task of your farm much easier, freeing you up to do other things in town.
The good news is that your tools are easy to level up, you just need to use them. Using tools allows them to gain experience and gain enough experience to take them to the next level. Nothing will happen just from this, but it will allow you to upgrade the tool to the Forge. You can find the forge at the point marked on the map below.
You can upgrade your tools through different levels, which allows you to hold the button longer, build up a charge that will be counted on the screen, and have more impact on the required task. Axes will go through a level 2 chest much faster if you can load it at 3 or 4, for example.
