Some collectibles are junk, but many give you a better understanding of the story. The diary entries give you a glimpse into Ellie's struggling psyche, among other things, and the vaults contain valuable items that you might not be able to find elsewhere.
There is one exception to these locations: Training manuals and weapons can appear in multiple locations! Why? Because the game specifically tries to help you by spawning them if you missed them. You'll still need to look for optional areas, but don't worry if you've missed a weapon or training manual. Keep exploring, and they might spawn a second time.

Act 1: Jackson
Chapter 3: neglect
Artefact n ° 2: After crawling under the house, you will come out on the other side. Jump out the window and search the rooms. There is a desk with this note next to some ammunition.
Chapter 4: Patrol
Journal # 1: After reaching the outpost with Dinah, you will have a nice view of the city below. After the cutscene, interact with the view.
Artefact n ° 3: A Note To Santa - Going through the abandoned neighborhood, enter the gray building on the left with the lower floor missing. Go up to the bedroom and look in the nightstand.
Collectible Card # 3: Tesseracter - In the same neighborhood, go up to the bedroom on the back right and look at the closet shelf.
Artefact n ° 4: Supermarket Apology - After crawling into the undercarriage of the truck, you will enter the interior of the supermarket. There is a note on the back of the truck - squeeze through the crates to find it.
Artefact n ° 5: Good Boy Combo - In the infected supermarket, go through a narrow space, then turn right at the Employee of the Month sign. In the small office, find the combo on the desk.
Safe # 1: 20-07-13 - The safe itself is located in the same office as the combination. It is in the office just to the right of the Employee of the Month table that you will see after walking through a narrow space in the infected area.
Artefact n ° 6: Firefly Pendant - At the library smash the Copy Center window and you will grab this pendant upon entering the next room. Do not miss.
Journal # 2: Entering the next room, look to the right for a giraffe doll on the children's shelf.
Collectible Card # 4: Laurent Foucalt - In front of the newspaper, there is a small storage room with this collectable card.
Artefact # 7: Eugene's Ultimatum - Found in the nightstand next to Eugene's bed.
Artefact # 8: Photo of Eugene & Tommy - Check the table in front of the bed.
Workbench # 1: After starting the generator, you will find the workbench in the hallway. You really can't miss this one.
Chapter 7: Packaging
Journal # 3: In Joel's house, go to the kitchen and examine the mug by the sink.
Journal # 4: Upstairs, go to the workshop and examine the guitar.
Artefact # 9: Joel's Watch - You can't miss it. It's in Joel's room, in the red box.
