You also won't get an amazing reward for finding them all. These are just a few points for the store and an achievement / trophy. But, if you're like me, you go through the story multiple times to earn more kills, earn more points, and complete challenges to get the best things for those Nightmare or Inferno races.
Basically it's a nice little diversion as you replay the campaign. Finding all 20 is quite difficult, so we have the exact locations listed in the text guide below. The cards are very well marked in these remakes, so you should have no problem following these simple instructions.

Sir. Charlie # 1: Redstone Street Station - When you first arrive at the station with Carlos, do not enter the station. Instead, head back upstairs to find this toy between a blue / red news vendor.
Sir. Charlie # 2: Donut Shop - Found behind the counter on the far right between the wall and the microwave.
M. Charlie # 3: 2F Warehouse - In the warehouse on the second floor of the building opposite the Pharmacy. Found on the top yellow shelf in the center of the room, between the boxes.
M. Charlie # 4: Subway Office Control Room - Found under the control station, to the left of the console, you will use to solve a puzzle.
M. Charlie # 5: Substation Control Room - located on top of the cabinet, opposite the exterior door / control panel.
M. Charlie # 6: Toy Uncle - Use the (Lock Pick) to unlock the Toy Uncle. The toy is on the Mega Man screen.
M. Charlie # 7: Sewers - Near the (laboratory), to the left of the ladder, look in the right corner of the metal grid.
M. Charlie # 8: Sewers - After opening the electronic lock to the exit, turn around on the stairs and you'll see this easy-to-miss Charlie.
M. Charlie # 9: RPD Exterior - Unlock the portal in front of the Kendo Gun Shop and you will enter a house. Straight on the shelf.
M. Charlie # 10: Police Station - Passing to Carlos you will get a cutscene and appear at the front doors. Before entering, turn around and go through the tunnel. Look at a brick planter on the steps.
M. Charlie # 11: Security Deposit Room - At the police station, look on a high shelf in the back left corner of the room.
M. Charlie # 12: Subway Tunnels - After changing to Jill, exit the dilapidated shelter and look into the second bunk bedroom on the right. It's under a bench.
M. Charlie # 13: Clock Tower Plaza - Before crossing the bridge and meeting Nemesis, search the square for a police truck. To the right, next to a crate, you will find a toy.
M. Charlie # 14: Hospital - On a stretcher, just in the hallway outside the laboratory reception room.
M. Charlie # 15: Rooftop - Later in the hospital you will reach the second floor. As you exit the double doors to the roof, turn around and look at the ground to your right.
M. Charlie # 16: Sick Room - Enter the Sick Room through the right door and look in the small trash can.
M. Charlie # 17: Hospital - In the garage area hidden through the locked hospital door, search for this toy on a forklift before you descend the elevator to the storage facility.
M. Charlie # 18: Underground Storage - In the large room, as you approach the last fusible link, look on the warehouse shelves to your right.
M. Charlie # 19: NEST 2 - Reach room 2F with the (vaccine equipment). Go up to the balcony and look around the corner.
M. Charlie # 20: NEST 2 - Next to the stack of crates in 2F. Go to Lab 1 and enter the small section of the boarded up hallway to find the last Mr. Charlie.
