You may have seen it at the Tower Obelisk. You may have even bought it. But without instruction on how to actually use the expensive material, it may just be in your inventory and collecting dust.
You can purchase your Light-Fused Fractaline from the Tower Obelisk for 20000 Glimmer and 10 Legendary Shards. Its purpose is to increase the resonance rank of an obelisk by one full level. Once you have some of this resource, you need to go to one of the four planetary obelisks on Mars, Nessus, the Tangled Shore, or the EDZ - whichever obelisk you want to upgrade. For this guide, I chose to go to the EDZ. Approach the obelisk of your choice and you should see something like this:
See that little icon to the right of your polarized fractal? Congratulations, you have successfully located your Fractaline Light-Fused, probably in less time than it took me to find out. But like mine is in the picture above. If not, you should increase your resonance rank with the polarized fractal you add your significant resonance infusion. This is because pressing this button increases the resonance rank of an obelisk by one full level, but that does not take into account any residual fracture in the level bar. I imagine you don't want to waste any of your hard earned resources, so just be aware.
