The Officer's Revolver can be obtained by upgrading the Seraph Bunker on Io to level 3. This will then allow you to get a Rasputin Bounty which when completed will reward you with the Officer's Revolver. The weapon will drop with a random throw, so you may have to grind the bounty to get what you would consider a God Roll.

If you are playing PvP and want a good result for this weapon, you should hope to see when the weapon drops. Smallbore will increase range and stability, while Tactical Mag will further increase stability, improve reload speed, and increase magazine size. The Threat Detector will improve maneuverability, stability, and reload speed when enemies are close. The last column is a draw between Feeding Frenzy and Vorpal Weapon. I lean over to Vorpal Weapon just so I can stop the Guardians using their Super, which is always fun.
For PvE it would really be the same, as increasing stats will go a long way in allowing you to fire shots or keep firing, but for the final benefit you would likely be aiming for either a vorpal weapon or a timed payload. Vorpal Weapon will work against a boss, while Timed Payload will increase your DPS and should give you a great chance to titillate unstoppable enemies, which is a solid bonus.
