Bobbleheads in Resident Evil 3 can be detected by a slight clicking noise.
I have a full list of all bobbleheads further down in this article, but it's full of spoilers. For those of you who would like to hunt down the Hello, Charlie! bobbleheads for you I have some general tips that will help you.
First of all, each bobblehead is tucked away in a place that is easy to see, but also easy to overlook. They will not be standing or far away on the rafters of the road, nor far away: each bobbing head will be within spitting distance of Jill or Carlos.
Second, keep your ears open for a clicking clicking sound. Anytime you're near a bobblehead, there's a lot of bobble going on! You'll want to stay still to hear them though, as the sound they produce is similar to the sound produced by Jill and Carlos' equipment as they move around.
There are twenty in total, and they are evenly distributed throughout the game. Once you take one out with a weapon or knife, the game will automatically record your progress, and you can track how many you have found. through the Records menu once you've beaten the game once. They will not reappear in subsequent games unless you start a new game under a new account.
I'm about to get into the full list below, so if you don't want to be spoiled, you want to continue after this paragraph. The first photos are from the area we saw in the demo, so they're not too bad, but scroll further down on your own. Alright, ready?

I'll keep it simple: each entry begins with a photo of the bobblehead, followed by a description of where it was found. So starting with number one ...
- 1: After Carlos saves you DO NOT go through the door, he opens the door - go back upstairs to street level and look between the magazine racks.
- 2: pharmacy storage racks near the safe
- 3: Moon's Donuts on the rightmost shelf next to the microwave
- 4: Toy store Mega-Man display (need hook; can't shoot through window)
- 5: Office of the Kite Bros metro company, under the desk to the left of the sign with donuts on it
- 6: Subway power substation control room on top of the cabinet in front of the door leading out of the security room
- 7: Sewer tunnels outside the laboratory, lower right of the impassable gate.
- 8: The sewers lower the stream after opening the door with the battery. Go up the stairs then look behind and above you to see it resting above the light.
- 9: After entering the house from the alley (using the Kendo key) directly in front of you on a shelf next to the vacuum cleaner.
- 10: RPD Courtyard on the planter (head under the catwalk and to the left of the yellow box).
- 11: RPD security deposit room in the rear left corner, at the top of a shelf.
- 12: Subway tunnels after leaving the safe room of the dilapidated shelter, in the second room on the right under the bench.
- 13: Clock Tower Plaza the bridge, behind the green STARS van next to a checkout.
- 14: Spencer Memorial Hospital, in hallway after reception, found on stretcher next to door leading to laboratory reception.
- 15: Spencer Memorial Hospital, after reaching the roof directly on your left. Next to the door on an AC bracket.
- 16: Spencer Memorial Hospital, immediately left after going through the leftmost door into the sick room in a trash can.
- 17: Underground entrance, on the forklift just before getting off.
- 18: In the underground warehouse looking for fuses on a shelf on the left, after wedging through the berries near the red grass.
- 19: In NEST 2, go out to the balcony of the vaccination lab and look left to find it in a corner.
- 20: In NEST 2, after exiting Lab 1, look to the left between the crates blocking the corridor.
