There are Charlie dolls all over Resident Evil 3: Remake. 20, in fact. Locating them all takes some time and a lot of detective work. You have to check every corner of the game, and sometimes, even then, you may miss one or two before the game ends. We've listed where to find them and where you need to go.
Redstone Street Station
You can find the first Charlie Doll shortly after Carlos saves you from Nemesis the first time you both meet. Rather than following Carlos, go back to your path, up the stairs. Look for the two newsstands on the right side, and the first Charlie Doll should be between them. You can miss this doll and not come back to it for the rest of the game. Make sure you get it before you do anything else.
Toy store
You can find the next one inside the toy store which is on the right side of the metro station. You can see the store shortly after you leave the alley with the two zombies, just before you talk to Carlos about putting out the fires to progress in the game. However, you won't be able to access the store unit that you are. have chosen, which you will have acquired later. After choosing the lock, you need to come back to this location to open the store. Charlie doll and the Green Jewel are inside.
Pharmacy warehouse
The pharmacy warehouse has two zombies inside. You walk in here after talking to Carlos about the need to put out the fires and going to the right of the donut shop. Follow the stairs to the location to the right of the Donut Shop, then go left. When you enter the warehouse, there is a dead zombie on the ground, to the left of a safe. Inside the warehouse is a large cabinet full of boxes with a left and right side. Go to the left side, and in the upper area, you will see the Charlie doll. There's a zombie on the other side, so be sure to deal with that first.
Donut store
Inside the Moon Donuts, you can find a Charlie doll behind the counter. It's closer to the right side, next to the microwave. You spend a lot of time traveling back and forth in this area, so you can pick it up anytime before moving on to the next location.
Metro office
In the metro station, to the left of the pharmacy, there is a zombie inside this building that you need to get out of. After that you find out that you need bolt cutters to open a shotgun safe and a hook to access a locker. If you get all of these items, you're good to go. In the control zone, the room just before you find the shotgun, look under the tables to the left. You should see a Charlie doll hiding there.
Metro power station control room
As you approach the end of the area to power up the subway station, be sure to investigate the security room. You can grab this Charlie doll when you first walk in, or right before you leave. Either way, you want to look at the area in the corner where there is a shelf. The Charlie doll is hidden in the back which is a bit difficult to see as it is quite dark in this part of the room.
Sewers, laboratory
Finding a Charlie doll in the sewers is no easy task. You can locate one of them immediately to the left of the ladder you take to enter the lab interior. Stand in front of the ladder and look to your left. Aim the sight of your weapon for a better view and slowly advance towards the orange cone. The doll is hidden behind her.
Sewer outlet
After you get the battery pack and walk through the sewer, you lower the ladder to use the battery pack for the last time. After going through the door, go up the stairs. You might strike up a quick chat with Carlos, and if that happens, go over and wait on the stairs. When the tour is complete, there is a Charlie doll above the light just above the stairs.
Build after Gun Store
After your first boss fight with Nemesis, you'll eventually find your way into a gun store where you get the key to an alleyway. After crossing the alley you will find yourself in a building with an advanced zombie. Take out the zombie, and in the first room, on the left side, is a Charlie doll on the counter.
Outside the police station
After shooting Brad, Carlos does not go inside the police station. Instead, go left, go back. On the right should be a small stairwell that you can go down. Go to the left door to grab something useful and go up the stairwell. When you reach the top, on a small border to the left of where you exit should be a Charlie doll.
Police station security deposit room
While playing Carlos and after passing through the police station, you will pass a locked security deposit room. To get there, head to the STARS offices on the second floor, but instead of going back, continue up the stairs to the third floor. Find the key to the security deposit room above some boxes. Go back to the first floor, open the door, kill the zombie inside the room and find the Charlie doll on the left side of the shelves in the back area.
Underground cell block
When you start playing Jill again, you'll run straight into a safe room filled with mines that you can use with your grenade launcher. Grab them, save, then continue in the game. Eventually you will come across a small choke point full of zombies. Kill them and there are two cells on both sides of the wall. The cell on the right, the second, will have a Charlie doll under the bench.
Clock Tower Plaza
Shortly after exiting the tunnels, you will hear Nemesis screaming. You'll enter an open area with decent gear that Jill can grab to rearm. In the middle of the square is a green van. Stand behind and look to the right to find Charlie doll hanging next to a crate.
First floor of the hospital
When you get the chance to play with Carlos again, you go to the hospital to try and cure Jill of the virus. Head to the right side of the hospital to the area reception. Take the zombies out of this area, go to the hallway and go to the right side. At the end of the hall, above a medical bed, is the next Charlie doll.
Hospital roof
At the top of the hospital, on the second floor, turn left and you will find yourself on the roof. There is a body here, which will eventually revive if you visit this place a second time. Walk forward a little in front of the doors, but stop and turn around. There is a Charlie doll on the right side of the doors.
Hospital room
On the second floor of the hospital there is a hidden one which is quite difficult and easy to miss if you are not looking for it. You can find it in the sick room. On the right side of the room, look inside the trash can on the corner. He should be inside.
Basement
When you wake up as Jill, you have to walk through the hospital and choose the lock to enter the subway. Continue on the path as you normally would. However, do not use the elevator yet. Turn left and look at the forklift. Charlie doll should be sitting on it, just before the box.
Underground warehouse
The next Charlie doll can be found in the underground warehouse, where you search for fuses to advance in the game. You find him a short distance from the warehouse, on the far left. You can find it after Jill slips through a few shelves. After going through these shelves, look to your right. It should be on the side, just before opening.
Second Floor of Nest Lab
On the second floor of the Nest Lab, you receive the information you need to synthesize the vaccine in the facility. In the large room where you get the flash drive to do so, look from the right side of the room towards a balcony. In the left corner is the next Charlie doll.
Second floor of the Nest Lab, storage room
The last Charlie doll is in the storage room. You need the replacement flash drive key to access it, and when you do, it will be in the second floor room, on the left side. You should find it in the lower left area.
