To fight against telephone canvassing, the government has decided to set up an online platform, Bloctel, to register your numbers so as not to be invaded by spam and other unwanted calls. The service is launched today. Here's how it works and how to register.

It's June 1st and it's finally here. Bloctel, the new service to combat telephone canvassing has been activated. You will therefore be able to register your number on the site. But before knowing how to proceed, a few reminders.




Who can register on Bloctel?

The first thing to know is that you can register your mobile numbers but also your landline numbers. For this, it is necessary in the first stages of registration indicate that you are a consumer.

Because there is a section dedicated to companies. It contains all the new rules in force to follow in terms of telephone canvassing. It is specified that companies can canvass in this list only consumers having a contractual link with them.

It is forbidden for a professional, directly or through a third party acting on his behalf, to canvass a consumer registered on this list by telephone, except in the case of pre-existing contractual relations.

On the other hand, if you have a pro line provided by your company, it cannot be registered on Bloctel unless you also use it as a personal line.

Your employer will not be able to enter the numbers of its employees (mobile and landline) on the list. However, if you have a mixed line for both personal and professional use, your number may be entered. On the other hand, a professional call cannot give rise to sanction.




Know that it is also possible to register your relatives at the same time as your own line. But be careful, certain conditions must be respected. There is no question of entering the numbers of the whole family all at once. Bloctel therefore specifies that if it concerns “your spouse, partner, civil partnership and your children” you can enter their numbers. He adds :

For people under legal protection, the curator or tutor may enter the numbers. However, with the express written consent of your ascendants, you can enter their numbers.

As you will have understood, if your Granny Simone or if Tata Suzanne has had enough of the canvassing, you will not be able to register their numbers directly in your name when you register. However, you can help them register their number in their name.

Note, finally, that in the event of a change of number, it will be necessary to remove the old one from the Bloctel lists and add the new one. Now that you know all that, it's time to register.

How to register on Bloctel?

To register on Bloctel, you don't have to be a genius. You just have to go to the site https://conso.bloctel.com. Then follow the next steps:

  • Click on “You are a consumer”
  • Click on Register (if you want to have all the details on the service you can click on “Service operation” before that)
  • There you will see an explanatory diagram of the procedure (we will come back to this)
  • Click on “Start your registration” at the end of the page
  • There, a form appears. Fill it out.
  • At the bottom, write down the number (s) (mobile and landline) you want to register on Bloctel

After completing this form, you will receive a confirmation email within 48 hours following your registration. You will have to click on the confirmation link within 10 days or you will have to start all over.




A second email will be sent to you later. It will contain your registration number and all your identifiers to access your personal space. 30 days later, the registered numbers will be protected.

Telephone canvassing: what are the exceptions?

After validation by Bloctel of your registration and after the 30-day period for protection to be effective, you will not be removed from all the listings of all companies either. Because there are some exceptions in blocking telephone canvassing.

First of all, if there are pre-existing contractual relationships between a professional and an individual, and that no termination has taken place, then this professional can canvass you.

Take the example of operators: if you are a customer, then the operator can approach you. On the other hand, if you have canceled your subscription, the operator cannot contact you to revive you. In general, here are the contracts for which Bloctel will not protect you:

  • Subscription service contracts: the time that you are subscribed you can be contacted
  • Service contracts of indefinite duration: only termination terminates the contract. In the meantime you are not protected
  • Current fixed-term contracts: protection will only be put in place once the contract has expired

In these specific cases, the consumer can still ask not to be canvassed. But he must do so directly with the professional, who must also inform him of this right.


The obligation imposed on professionals to inform consumers of their right, despite the contract, not to be solicited under Law 78-17 of 6 January 1978. The consumer may, if he wishes at the time registration, and if this has not yet been done, contact the professionals concerned to assert this right.



These cases are not the only exceptions. There are two more. First of all, a professional can contact you if you ask him in a “free and unequivocal” manner. For example, you contact a building professional for a quote for work in your home. He has every right to call you back but under certain conditions:

The recall takes place within a maximum period of 3 months, or if the consumer has expressly and only at his request requested to be recalled by a deadline that he has specified. In both cases, the appeal must relate to the given good or service. It should be remembered that the burden of proof lies with the professional.

Last but not least, the last exception concerns prospecting for the supply of newspapers and magazines. Public services, polling institutes and non-profit associations are also concerned. For all these cases, canvassing is possible.
